Clinical Counselor I & II

NOVA (Network of Victim Assistance), a community-based 501(c)3, is the comprehensive victim services organization in Bucks County. Clinical Counselor I and II. NOVA is hiring two counselors to join our counseling department. Clinical Counselor I must be licensed or soon to be licensed in the field of social work, clinical counseling, psychology or other relevant field within one year post hire. Counselor II must have a Masters level in the field of social work, clinical counseling, psychology or other relevant field. Both must have experience working with individuals and families. Our team provides a continuum of trauma informed evidence-based therapeutic modalities, such as Trauma Focused-Cognitive Behavioral Therapy (TFCBT), Eye Movement Desensitization and Reprocessing (EMDR), Trauma Processing Yoga Groups (TPY) and Problematic Sexual Behavior – Cognitive-Behavioral Therapy (PSB-CBT), to children and adults who are the victims of sexual assault and other serious crimes. This position would require participating in individual and group supervisions and carrying a full caseload of clients who are victims of crime and abuse, including their significant others.

All of our counseling services are free to victims, and are supported by public and private dollars. Annually we serve over 650 victims in individual or group counseling. Sessions may be provided in the client’s home, community, local schools, via telehealth and/or one of NOVA’s three offices.

Both positions will require the ability to travel throughout the county but will based primarily in Fairless Hills, PA and assume at least two evenings per week.

Qualifications include:

  • Clinical Counselor I – Masters’ degree and licensure or soon to be licensed (within one year) in social work, counseling, psychology or other relevant field.
  • Clinical Counselor II – Masters’ degree in social work, counseling, psychology or other relevant field.
  • A minimum of 2 years’ experience working clinically with children, adults, and families.
  • TFCBT and EMDR certification preferred, or training must be completed within two years posthire.
  • Sexual Assault Counselor (SAC) training certificate or must attend the 40-hour SAC Training at NOVA within 3-months post-hire.
  • Must be able to work 2 evenings per week and provide on-call coverage for the Chat/Text/Phone Hotline as assigned during the day.
  • Must have available transportation to travel to all three of NOVA’s offices, schools and clients’ homes as needed.
  • Bilingual/multilingual preferred.
  • Highly values teamwork.
  • Proficient in Microsoft Office, including Word.
  • Experience working with client data systems preferred.
  • Excellent organizational skills.
  • Current criminal, child abuse and FBI clearance is required before hire.

Full-Time Counseling Intake Specialist

Counseling Intake Specialist. NOVA is hiring a Counseling Intake Specialist to join our Counseling Department of 10 counselors. The Counseling Intake Specialist provides comprehensive, coordinated support and services to victims and non-offending significant others. They will also provide the initial contact for potential clients and provide case management and referrals as needed. The Counseling Intake Specialist will complete initial assessments as required by the counseling department’s various evidence-based programs. The counseling department provides a continuum of trauma-informed, evidence-based therapeutic modalities to victims of crime and other serious crimes, including sexual assault, homicide, human trafficking, fraud, and other serious crimes. All our counseling services are free to victims and are supported by public and private dollars.

The position will require traveling throughout Bucks County to provide in the office and school (the main offices are in Perkasie, Jamison, and Fairless Hills) and assuming two evening shifts per week until 8 pm.

Responsibilities:

Agency Outreach

  • Maintains relationships within the community to promote victim access to NOVA services.
  • Liaisons and collaborations with other organizations serving the victims of crime to promote victim access to NOVA services.
  • Meets with potential clients in any of the three NOVA offices, in the community, or virtually.

Service Provision

  • Completes initial contact for potential clients as assigned within three business days.
  • Provides high-quality and effective crisis intervention support and short-term counseling to clients and their significant others, including providing referrals to other providers as needed.
  • Completes all initial assessments and consent paperwork for clients as appropriate per counseling modality.
  • Works with all NOVA counselors regarding caseloads, including availability for new cases.
  • Provides case management and follow-up services for clients as appropriate.
  • Collaborates with other agencies that provide services supportive of and needed by NOVA clients.
  • Provides hotline coverage and emergency room accompaniment as needed.
  • Provide psychoeducation groups for new clients on a waiting list as deemed appropriate and determined by the Senior Counselors.
  • Provides Restoring Families administrative work and group continuously.

Internal Agency Administration

  • Meets regularly with the Senior Counselor for supervision and support.
  • Meets regularly with counseling staff regarding the operation of the counseling program.
  • Communicates and collaborates with other agency staff to manage referrals to the counseling program.
  • Adheres to all agency policies and procedures (e.g., confidentiality).
  • Participates in staff meetings at all levels of the agency as appropriate or as assigned.
  • Maintains client files following procedures developed by the Director of Client Services.
  • Completes and submits all required, relevant, and assigned paperwork promptly and accurately.
  • Participates in agency activities such as staff retreats, special events, volunteer recognition events, and fundraising as appropriate.
  • Attending team meetings as appropriate.

Staff Development

  • Participates in staff and professional development activities/training to increase knowledge and contribute to the effectiveness of NOVA services.
  • Stays abreast of information concerning child victims of crime, counseling techniques, and interventions.

Qualifications

  • Commitment to NOVA’s mission.
  • Master’s level required in social work, human services, counseling, or relevant field.
  • At least two years of relevant direct service experience.
  • Consistent and reliable access to and availability of means of transportation (position requires travel).

Forensic Nurse Program Coordinator

The Bucks County Forensic Nurse (FN) Department at NOVA was developed out of a recognized need to create a continuity of forensic medical care for victims of sexual assault and interpersonal violence, specifically non-fatal strangulation, in Bucks County, who present in the emergency departments of Bucks County hospitals. In its ninth year of operation, the FN program has become a highly respected service providing exceptional, state-of-the-art forensic medical care to victims.

Under the supervision of the Director of Forensic & Crisis Services, the position serves as Coordinator for the Forensic Nurse program at NOVA, providing supervision to the team of part-time NOVA forensic nurses and the Administrative Assistant, ensuring coordinated, collaborative services with local Bucks County hospital emergency departments and other departments at NOVA.

Responsibilities:

Outreach

  • Initiates and maintains collaborative relationships with relevant organizations to improve and expand outreach on the importance and availability of forensic nurse services.
  • Seeks and pursues opportunities to develop and provide outreach regarding assigned programs.
  • Provide training or other speaking engagements on topics related to job responsibilities as appropriate.
  • Collaborate with all Bucks County hospitals and the two under Jefferson Bucks, Jefferson Frankford Hospital and Jefferson Torresdale Hospital in Philadelphia.
  • Collaborate with other NOVA staff to provide input to elected officials and other community partners as needed.

Direct Services

  • Assist in the orientation and training of new Forensic Nurse Examiners (FNE).
  • Provide quarterly case reviews with forensic nurses.
  • Refer victims to NOVA services and other agencies as appropriate.
  • Ensure the NOVA SANE/Forensic Nurse carts are fully stocked with the necessary supplies and rape kits.
  • Work hand-in-hand with NOVA’s Client Services department to ensure effective collaboration of the Forensic Nurse Exam and the core service of Emergency Room Accompaniment.
  • Provide on-call coverage as needed.

Program Administration

  • Coordinates and implements activities needed to operate a centralized Forensic Nursing Program in Bucks County.
  • Serves as a liaison with various hospital systems in the operation of the Forensic Nursing Program.
  • Works with representatives from the criminal justice system, medical programs, and NOVA/CAC staff to maintain FNP and SVI program protocols.
  • Trains law enforcement, hospital personnel, and other relevant professionals on IAFN protocols.
  • Hires and supervises part-time forensic nurse examiners, ensuring a cadre of 15-20 part-time nurses.
  • Develop and implement FNP training for nurses.
  • Supervise the part-time team of Forensic Nurse Examiners and other program staff if applicable.
  • Work with a part-time Administrative Assistant for the program to ensure timely, efficient, and accurate credentialing of all part-time FNE’s.
  • Coordinates and chairs federally required quarterly Bucks County Sexual Assault Response Team (SART) and STOP meetings.
  • Presents and updates the FNP section of the NOVA Sexual Assault Counselor (SAC) Training.

Internal Agency Administration

  • Meets regularly with the Director of Forensic & Crisis Services for support, direction, supervision, and feedback.
  • Communicates and collaborates regularly with other agency staff to ensure a seamless continuum of care for victims/survivors.
  • Adheres to all agency policies and procedures (e.g., confidentiality).
  • Participates in staff meetings at all levels of the agency as appropriate or as assigned.
  • Completes and submits all required, relevant, and assigned paperwork promptly and accurately.
  • Supports and participates in agency activities such as staff retreats, special events, volunteer recognition events, etc., as appropriate or assigned.
  • Performs other duties as assigned.

Staff Development

  • Stays abreast of information concerning services related to sexual assault and interpersonal violence, medical needs of crime victims, needs of special, underserved, and diverse populations, and trauma-informed Ensure all part-time nurses and NOVA staff remain abreast of new treatments and protocols.
  • Stay abreast of information on program development, coordination, outreach, and system collaboration.

Qualifications:

    • Commitment to NOVA’s mission and philosophy.
    • A Bachelor’s degree in nursing, public health, hospital administration, or related field is required.
    • Current RN license in PA or a state with reciprocity with PA.
    • A person who focuses on problem-solving and has a demonstrated ability to negotiate challenging situations and problem-solve.
    • Experience managing complex projects.
    • Related experience that is highly desirable:
      • Previous management or coordination of a forensic nurse team
      • Experience working in a hospital setting or health care system
      • Knowledge of the criminal justice system
      • Grant writing and reporting experience
    • Excellent written and oral communication Public speaking and training experience are a plus.
    • Excellent organizational skills and computer experience.
    • Consistent and reliable access to and availability of means of transportation.
    • IAFN SANE certification or candidate must meet requirements to become a Sexual Assault Nurse Examiner within one year of employment.
    • Participate in Sexual Assault Counselor training for at least 40 hours within one year of employment.
    • Able to work a flexible schedule to adjust to medical accompaniments and occasional weekend work and to provide on-call coverage for the FNP support when assigned (evenings and weekends).
    • Meet all required clearances for employment (e.g., Criminal Record Check, Child Abuse Clearances, etc.).

      Keystone Crisis Intervention Team Training and Outreach Specialist

      The Keystone Crisis Intervention Team Training and Outreach Specialist will manage all aspects of KCIT training for KCIT volunteers and professional staff throughout Pennsylvania. The position will assist in increasing program visibility through outreach and social media. This role uses a trauma-informed, equity-based lens when assessing the impact of community crime through training and its overall interactions. This full-time, non-exempt, hybrid position reports to the KCIT Program Coordinator.

      Responsibilities:

      Training

      • Develops, updates, and adapts KCIT’s training curriculum to best serve communities affected by trauma
      • Manages all parts of the KCIT Learning Management System
      • Research and analyze trends and gaps for emerging training opportunities and development
      • Source, create, and implement evaluation tools for training validation
      • Coordinates all aspects of in-person/virtual training for KCIT volunteers and professionals in PA
      • Create, track, and report on training results and needs
      • Oversees, monitors, and evaluates a team of contracted KCIT trainers
      • Provides trainer support and promotes competency through training, professional development, and trainers’ meetings
      • Conducts KCIT trainings for prospective volunteers and related conferences

      Program Outreach

      • In coordination with the Program Coordinator, creates and implements an outreach/marketing strategy per the strategic plan
      • Manages and maintains KCIT’s website and social media presence
      • Provides outreach to communities on KCIT services and training opportunities
      • Assists KCIT Program Coordinator in developing key partnerships with organizations
      • Designs, updates, and maintains all promotional digital and printed materials
      • Attends statewide meetings, state, and national conferences as assigned

      Agency Administration

      • Acts as a liaison for KCIT and NOVA
      • Adheres to all agency policies and procedures (e.g., confidentiality)

      Staff Development

      • Completes the Keystone Crisis Intervention Team’s GCI Training within a year of hire

        Family Support Advocate - Full-time

        NOVA (Network of Victim Assistance) is the comprehensive victim services organization in Bucks County. NOVA is known across many disciplines and the community at large for its exceptional services and professionalism.         Located in Bucks County, PA, the Bucks County Children’s Advocacy Center (CAC), a service of NOVA, provides a safe and child-friendly environment in which the CAC staff, law enforcement, child welfare, prosecution, advocacy, medical and mental health professionals collaborate to implement effective and coordinated investigations of suspected child abuse and connect child victims and their families to medical, mental health, and other social services. 

        Responsibilities: 

        • Provides advocacy, crisis support, and case management services to victims of child abuse and their non-offending caregivers.  
        • Plays a crucial role in supporting the child and their families during the investigative process.  
        • Collaborates with law enforcement and child protective services through advocacy, training, and outreach. 
        • Supports the child victims and their families at Jamison, Fairless Hills, and Perkasie offices in Bucks County, PA. 

         Qualifications: 

        • Minimum Bachelor’s degree in social work, psychology, criminology, human services, or another related field. Master’s preferred of the criminal justice/legal system. 
        • Knowledge of issues essential and relevant to providing services to victims of violent crimes. 
        • Experience working with child victims or other victims of crime preferred. 
        • Ability to work and make decisions independently. 
        • Strong interpersonal communication, writing, and presentation skills. 
        • Consistent and reliable access to transportation. 
        • Ability to work a flexible schedule.

        Forensic Nurse Examiner - Part-time

        NOVA is the comprehensive victim services organization in Bucks County. NOVA is known for its exceptional services and professionalism across many disciplines and the community.  As a mature and fiscally sound organization, establishing sustainability is key to our future success — serving all victims who need assistance, educating the community on violence prevention, and providing top-ranked professional training.   

        Forensic Nurse Examiner (FNE) will provide care to the sexual assault and interpersonal violence victim in a timely, non-judgmental, dignified, and compassionate manner. The service provided may include a forensic exam, prophylaxis for pregnancy and sexually transmitted infections, written/electronic and photographic documentation, referrals for appropriate medical and psychological follow-up, and participation in legal proceedings. The FNE is expected to follow protocols established by NOVA and participating hospitals.

        Responsibilities:

        • Possesses a thorough theoretical knowledge of the management of the sexual assault and interpersonal violence (IPV) patient, the collection of biological forensic/trace samples, and the maintenance of the chain of custody.
        • Works collaboratively with hospital medical personnel, victim advocates, law enforcement, and prosecutors.
        • Adheres to all administrative, clinical, and employment policies and procedures on file with the forensic nurse program.
        • Ability to perform emergent medical triage to determine if the patient requires medical care before a forensic exam.
        • Performs and accurately documents sexual assault and IPV medical forensic interviews.
        • Performs and objectively documents a complete physical and forensic evidence collection exam, including as needed:
          • Head-to-toe medical assessment for trauma, detailed genital/anal examination;
          • Forensic specimen collection and supportive documentation;
          • Photo documentation of bodily and genital-anal injuries with competent documentation;
          • Assess for mandatory reporting status and report when appropriate;
          • Work cooperatively with law enforcement to maintain chain of custody and adhere to evidence integrity guidelines;
          • Ensure patient/medical confidentiality at all times (HIPAA);
          • Maintain professional standards that do not create a conflict of interest with employment or patient care;
          • Provide clear, concise, accurate, and objective written/electronic documentation.
        • Ensures the administration of appropriate prophylactic medications per protocol.
        • Provides testimony as a fact witness to any/all cases performed while contracted as an FNE

        *Following employment/termination as an FNP with NOVA, the individual RN will be obligated to respond and coordinate with attorneys before and during the court process*

        • Thirty-two (32) minimum on-call hours per month, including shared holiday and weekend coverage.
        • A recommended minimum of five adult exams performed within 12 months, with completion of continuing education, case studies, literature reviews, and chart reviews.
        • Participates in professional development as determined by the FNP Coordinator, including 75% of all staff/case review meetings, conferences, and in-services.
        • Maintains active email and cell phone/text access for routine staff-wide interface and communication.
        • Leaves the FNE room with equipment properly stored and supplies returned to the appropriate place.
        • Maintains equipment in proper working condition and exercises fiscal responsibility for ED resources.
        • Completes FNE invoice and forwards to FNP Coordinator per policy.
        • Maintains open communication with the FNP Coordinator.

        Qualifications:

        • Commitment to NOVA’s mission, values, and vision.
        • Must meet credentialing requirements as outlined in the NOVA FNE Contract.
        • Minimum two years of nursing experience required; specialty experience in women’s health, emergency department, intensive care, or trauma.   Must be able to demonstrate autonomy and professional judgment in nursing practice.
        • Completes IPV didactic training
        • Candidates must have an active unrestricted RN license to practice in Pennsylvania
        •  Preferred certification in forensic nursing adult/adolescent/pediatrics.
        • Proficient use of all equipment.
        • Consistent and reliable transportation.
        • Must be able to arrive at the designated hospital within one hour of receiving the request for services. The exception is Grandview Hospital, where a one to two-hour response is acceptable depending on the distance from the primary residence.
        • Ability to work independently.
        • Excellent organizational skills and attention to detail.

        Maintenance of FNE Credentials:

        • Actively conducted Forensic Nurse exams in Pennsylvania with no lapse of service over six months.
        • Maintain mandatory clinical education hours with at least eight (8) hours relevant to sexual assault/ forensics.
        • Attend a minimum of two court proceedings per calendar year (mock trial or other training as deemed equivalent by the FNP Coordinator).
        • Debrief as needed to maintain emotional and physical wellness.
        • Share individual expertise with other FNE members.
